Expert Services International provides independent quantum expert witness services for construction and infrastructure disputes across multiple jurisdictions. Our role is to present clear, well-reasoned opinion evidence on the financial value of claims — evidence that withstands scrutiny under cross-examination and assists the tribunal in reaching a just determination.
We bring to each engagement a depth of experience in quantity surveying, construction cost engineering and contractual analysis, combined with a thorough understanding of the procedural and evidentiary requirements governing expert evidence in the relevant forum. Our principal expert, Neil Kirkpatrick, holds Fellowships of the RICS, the CIArb and the CIOB, together with a Master of Laws in International Commercial Law — qualifications that enable the integration of technical expertise with legal analysis at the highest level.

Valuation of varied work under the contract, including assessment of appropriate valuation methodology and the consequential impact on programme, preliminaries and overheads.
Quantification of time-related costs arising from compensable delay, including extended preliminaries, head office overheads and financing costs, with appropriate application of recognised formulae where actual cost data is incomplete.
Assessment of delay damages entitlement, including analysis of liquidated damages provisions and the interaction between extensions of time and the period for which damages may properly be levied. We apply SCL Protocol methodologies where appropriate.
Quantification of productivity losses using recognised methodologies including measured mile analysis, earned value analysis and project-specific productivity comparisons.
Assessment of the reasonable cost of rectification, including consideration of the appropriate measure of damages where reinstatement may be disproportionate.
Quantification of loss of profit, loss of opportunity and consequential losses arising from breach or termination, applying discounted cash flow and comparable project analysis.
Methodology
Our quantum analysis is grounded in a systematic methodology developed through extensive experience across diverse forums and jurisdictions. We are familiar with the expert witness protocols applicable in each forum in which we practise, and our reports are prepared in full compliance with the procedural requirements of the relevant jurisdiction.
We place considerable emphasis on the quality of the underlying analysis. Our reports set out the methodology applied, the assumptions made and the evidentiary basis for each conclusion — presented with sufficient clarity to assist the tribunal while maintaining the rigour expected under cross-examination. Where contemporaneous records are incomplete, we identify the limitations this imposes and adopt appropriate alternative analytical approaches.
We are experienced in concurrent expert evidence, joint expert conferences and the preparation of joint reports, and approach these processes constructively while maintaining the independence of our opinions.

Neil Kirkpatrick BSc (Hons), LL.M, DipICArb, FCIArb, FRI, FRICS, FCIOB is the principal quantum expert witness at Expert Services International. His qualifications span construction, quantity surveying and management, complemented by a Master of Laws in International Commercial Law — a combination that ensures quantum analysis is informed by a thorough understanding of the contractual frameworks within which claims arise. He has provided quantum expert evidence in court proceedings and international arbitrations across multiple jurisdictions.

Our principal expert holds Fellowships of the RICS, CIArb, CIOB and Resolution Institute, qualifications in construction, quantity surveying and management, a Master of Laws in International Commercial Law, and the Diploma in International Commercial Arbitration.
